Proposes creation of Section 28 of Article X of the State Constitution to be submitted to Florida electors for approval at the next general election or earlier special election.

Prohibits electric utilities from recovering in rates the cost of a new power plant until the plant begins commercial operation.

Applies to municipal electric utilities, investor-owned electric utilities, and rural electric cooperatives that own, maintain, or operate electric generation, transmission, or distribution systems in Florida.

Defines "cost" to include all capital investments, rate of return, applicable taxes, and all expenses related to siting, licensing, design, or construction of a power plant.
