Proposes a new Section 28 of Article X of the Florida Constitution to exempt renewable energy producers from being classified as public utilities

Applies the exemption to corporations, partnerships, associations, or other legal entities that exclusively produce renewable energy

Requires the definitions of "public utility" and "renewable energy" to be established by general law

Must be submitted to Florida voters for approval or rejection at the next general election or at an earlier special election authorized by law
