CS/HB 703 - Environmental Regulation Summary

• Authorizes counties to enforce wetlands, springs protection, and stormwater ordinances adopted before July 1, 2003, and those pertaining to the Wekiva River Protection Area.

• Allows consumptive use permits up to 50 years for alternative water supply projects where landowners contribute lands or funding, and permits up to 30 years for regional impact developments in rural areas of critical economic concern.

• Exempts multifamily residential dock lessees from lease and permit fees for preempted sovereignty submerged land areas up to 10 times the riparian shoreline times the number of units.

• Establishes a solid waste landfill closure account within the Solid Waste Management Trust Fund to fund closure and long-term care of abandoned solid waste facilities using insurance reimbursements.

• Extends all local government development orders, building permits, and environmental permits with expiration dates from January 1, 2012 through January 1, 2015 for an additional 2 years, effective July 1, 2014.
