Requires virtual instruction program providers to conduct background screening for all instructional personnel using state and national criminal history records, with fingerprints retained and enrolled in national arrest notification program.

Expands disqualifying offenses for educator certification to include human trafficking (s. 787.06), weapons of mass destruction (s. 790.166), bribery (s. 838.015), poisoning food or water (s. 859.01), and treason (s. 876.32).

Mandates Department of Law Enforcement retain fingerprints of school personnel in statewide biometric system and enroll them in national retained print arrest notification program to enable automatic arrest notifications.

Requires fingerprint-based criminal history background screening at least every 5 years for noninstructional employees, contractors, and virtual instruction personnel with student contact or access to school funds.

Establishes fees for fingerprint background screening and search processes, with amounts to be set by Department of Law Enforcement rule; authorizes reciprocity of Level 2 screenings between school districts; takes effect July 1, 2014.
