CS/CS/HB 709 - Alzheimer's Disease

• Requires Division of Emergency Management to develop and maintain a special needs shelter registration program by January 1, 2015, with full implementation by March 1, 2015, including uniform electronic forms and database accessible to local emergency management agencies.

• Mandates that special needs shelters establish designated areas for persons with Alzheimer's disease or related dementia and employ staff familiar with Alzheimer's care needs.

• Creates the Ed and Ethel Moore Alzheimer's Disease Research Program within the Department of Health to fund grants and fellowships for Alzheimer's research, with an 11-member advisory board appointed by the State Surgeon General.

• Requires Department of Elderly Affairs to develop minimum performance standards for memory disorder clinics to receive base-level funding and incentive-based funding for clinics exceeding performance goals, including increased clinical services and Medicaid acceptance.

• Effective date: July 1, 2014.
