Creates the Florida Ethics Center within the Office of Chief Inspector General in the Executive Office of the Governor, to be located in the Capitol Complex with prominent signage and clear identification

Establishes the center's mission to educate elected officials, candidates, and others about applied ethics, conflicts of interest, and the impact on government and business interests

Directs the center to train and educate state and local officials, serve other states as a training resource, fund two resident scholars and three rotating ethics scholar positions, and host an annual national and international conference on government ethics

Requires the center to produce an online newsletter and journal on applied ethics, distribute training materials and courses to officials and candidates, and generate revenue from out-of-state sales and subscriptions to offset operational costs

Mandates annual legislative funding and takes effect July 1, 2014
