Establishes the POW-MIA Chair of Honor Memorial on the Capitol Complex to recognize and honor U.S. Armed Forces members held as prisoners of war or missing in action, funded entirely by the Florida chapters of Rolling Thunder, Inc., with no state funds appropriated.

Requires the Department of Management Services to approve the memorial's design and placement, considering recommendations from the Department of Veterans' Affairs, Rolling Thunder's Florida chapters, and the Florida Historical Commission.

Prohibits construction or placement of any monument on the Capitol Complex unless authorized by general law and approved by the Department of Management Services in coordination with the Division of Historical Resources.

Directs the Department of Management Services to set aside an area of the Capitol Complex (excluding the State Capital Circle Office Complex) as a dedicated memorial garden for authorized monuments.

Exempts monuments already constructed and placed on the Capitol Complex before July 1, 2014, from the new monument requirements; the act takes effect July 1, 2014.
