Adds paragraph (l) to section 1009.21, Florida Statutes to classify dual enrollment students as residents for tuition purposes.

Qualifies students who complete a dual enrollment course under section 1007.271, graduate from a Florida high school, and subsequently enroll at the institution that offered the dual enrollment course.

Requires the dual enrollment course to be creditable toward a degree offered at the institution of higher education.

Directs the State Board of Education to adopt rules and the Board of Governors to adopt regulations to implement this section.

Takes effect July 1, 2014.
