Directs the Chief Financial Officer to draw a warrant for $1.9 million from the Department of Financial Services and pay it to Barney Brown.

Specifies this compensation is the sole remedy for all present and future claims arising from Brown's arrest, conviction, and incarceration, excluding any awards for attorney fees, lobbying fees, or court costs.

Preserves the state's sovereign immunity defense and does not increase liability limits under Florida law.
