Creates section 766.4105 in Florida Statutes establishing the Patient Compensation System Trust Fund within the State Treasury for operation of the Patient Compensation System.

Designates the trust fund to receive provider contributions required under section 766.408, with fund balances carried forward at fiscal year end rather than reverting to general revenue.

Scheduled the trust fund for termination on July 1, 2018, unless terminated earlier, with mandatory review under section 215.3206(1) and (2) before the scheduled termination date.

Establishes a contingent effective date requiring the act to take effect only upon enactment of HB 739 or similar legislation in the same legislative session and only if approved by a three-fifths vote in each house.
