CS/CS/CS/HB 753 - School Safety Summary

• Permits school superintendents with school board approval to authorize "school safety designees" (employees or volunteers with concealed weapons licenses who are military veterans, active military, or law enforcement officers) to carry concealed firearms on school property

• Requires school safety designees to complete a Criminal Justice Standards and Training Commission training program (to be developed by January 1, 2015) covering active shooter training, firearm proficiency, crisis intervention, and weapons retention

• Mandates district school boards formulate policies for managing active-shooter and hostage situations developed in consultation with local law enforcement; requires school boards and private schools to allow law enforcement campus tours at least every 3 years with documentation of safety recommendations

• Permits district school boards to commission one or more school safety officers on each campus for protection of school personnel, property, and students

• Appropriates $157,927 in nonrecurring funds to the Criminal Justice Standards and Training Commission for developing the required training curriculum; effective July 1, 2014
