Amends section 316.183 to establish minimum speed limits on Interstate and Defense Highways with at least four lanes at 40 mph, except when posted speed limit is 70 mph then minimum is 50 mph.

Reduces maximum allowable speed limit on limited access highways from 70 mph to 75 mph under section 316.187(2)(a).

Reduces maximum allowable speed limit on four-lane divided highways outside urban areas from 65 mph to 70 mph under section 316.187(2)(b).

Reduces the maximum speed limit the Department of Transportation can set on other roadways under its authority from 60 mph to 65 mph under section 316.187(2)(c).

Takes effect July 1, 2014.
