Revises coastal construction permit requirements by authorizing the Department of Environmental Protection to grant areawide permits for minor structures and activities in consultation with the Fish and Wildlife Conservation Commission, and changes rulemaking authority from mandatory ("shall") to discretionary ("may").

Modifies general permit notification procedures for coastal projects by requiring 30 days written notice to the department before work begins and establishing signage requirements (88 square inches minimum with one-quarter inch letters) when local building codes require no notice.

Creates new statute authorizing the Department of Environmental Protection to promote public use of aquatic preserves, accept gifts and donations deposited into the Land Acquisition Trust Fund, and grant concessions for visitor accommodations that do not interfere with public access or conflict with aquatic preserve management plans.

Requires the department to post descriptions of proposed aquatic preserve concessions or privileges on its website and provide at least 60 days for public comment before executing any concession agreement.

Authorizes the Department of Environmental Protection to allow state agencies and local governments to use additional safety and warning devices at public beaches in conjunction with the statewide uniform warning flag program, effective July 1, 2014.
