Exempts timeshare projects from annual inspection requirements and certain public lodging establishment regulations under Florida's public lodging laws.

Authorizes condominium associations to inspect and repair abandoned units, establishes criteria for determining abandonment, and allows associations to recover maintenance costs through assessments and lien authority.

Allows board members to participate in meetings via videoconferencing or electronic communication to count toward quorum and vote, while prohibiting board votes via e-mail.

Limits a present unit owner's liability for unpaid assessments to those accrued before the association acquired title to a delinquent property through foreclosure or deed in lieu of foreclosure.

Creates emergency powers for cooperative and homeowners' associations during declared states of emergency, permitting special assessments, borrowing, debris removal coordination, and emergency repairs without owner approval.
