• Authorizes Department of Highway Safety and Motor Vehicles to provide driver license digital images to Department of Health for identity verification during health professions investigations and license reproduction

• Revises HIV testing procedures in both health care and nonhealth care settings, specifying notification and informed consent requirements with exceptions for mandatory testing situations

• Eliminates public charges for medical examiner examinations, investigations, and autopsies; authorizes counties to charge a $50 medical examiner approval fee when bodies are cremated, buried at sea, or dissected

• Removes requirements for physical size specifications of health profession licenses and eliminates wall certificate fees, while allowing boards to waive licensing fees when trust fund balances exceed necessary levels
