Creates a Florida Homebuilders specialty license plate with an annual use fee of $25.

Requires the word "Florida" appear at the top of the plate and a department-approved slogan at the bottom.

The Department of Highway Safety and Motor Vehicles retains all annual use fees until startup costs for developing and issuing the plates are recovered.

After startup costs are recovered, annual use fees are distributed to the Florida Home Builders Association and local affiliates, with up to 10 percent available for administrative costs and marketing.

Remaining fee proceeds must be used by the Florida Home Builders Association and affiliates to protect, promote, and educate the public about Florida's home building industry.

Takes effect October 1, 2014.
