Creates the Commission on Federalism composed of seven members including the President of the Senate, Speaker of the House, one additional Senator, two Representatives, and both Minority Leaders, convening beginning January 2015 with four meetings per calendar year.

Authorizes the commission to evaluate federal laws, agencies, policies, mandates, and executive orders for constitutional authority under express enumerated powers and compliance with federalism principles affecting state power distribution, state policymaking discretion, and Ninth and Tenth Amendment rights.

Empowers the commission to issue written notices to federal entities regarding evaluations, request meetings with federal officials and Congress, correspond with other states on similar reviews, and recommend special legislative sessions when agreed upon by commission majority.

Requires the commission to maintain a public website list of evaluated federal laws, actions taken, and federal responses, and to monitor state actions under Article V of the U.S. Constitution regarding proposed constitutional amendments.

Mandates annual reports by November 1 to the Governor and Legislature documenting commission actions, federal responses, and status of interstate efforts to propose or ratify constitutional amendments.
