Authorizes forensic and civil facilities to continue psychotherapeutic medications for individuals who received them in jail before admission if the patient lacks capacity to make informed decisions, with the admitting physician petitioning the court within 5 days of admission for continued treatment up to 90 days at a time.

Establishes that status hearings must be held within 30 days after a court receives notification that a defendant adjudicated incompetent to proceed has regained competency or no longer meets commitment criteria.

Changes the dismissal timeframe for charges against defendants who remain incompetent to proceed from 5 years to a range of 3 to 5 years, unless the charge involves violent or serious felonies listed in the statute or other specified exceptions.

Requires a status hearing within 30 days when a defendant adjudicated not guilty by reason of insanity no longer meets criteria for continued commitment.

Bill takes effect July 1, 2014.
