Amends the definition of "public utility" in Florida Statutes section 366.02 to include municipalities and their agencies that purchase or receive power from entities created under the Florida Interlocal Cooperation Act of 1969.

Amends the definition of "electric utility" to exempt municipal electric utilities that do not purchase or receive power from entities created under the Florida Interlocal Cooperation Act of 1969.

Maintains existing exemptions for rural electric cooperatives, special natural gas districts, and certain natural gas transmission and liquefied petroleum gas suppliers from the definition of "public utility."

Takes effect July 1, 2014.
