Amends Florida Statute 316.066 to require that written sworn statements for accessing confidential crash reports within 60 days of filing must be completed and sworn to for each individual crash report requested

Persons accessing crash reports must present valid driver license or photographic identification and file a written sworn statement promising not to use the information for commercial solicitation of accident victims or disclose it to third parties for such purposes during the confidentiality period

Allows agencies to provide crash reports by electronic means to third-party vendors under contract with insurers as an alternative to requiring individual written sworn statements, provided the contract includes the same restrictions on commercial solicitation and disclosure

Requires vendors to furnish a copy of their contract to the agency as proof of their claimed status when receiving electronic crash reports

Takes effect July 1, 2014
