Requires the Department of Highway Safety and Motor Vehicles to develop and issue a "Play Ball" specialty license plate with "Florida" at the top and "Play Ball" at the bottom.

Establishes an annual use fee of $25 for the Play Ball license plate.

Directs all annual use fees to American Dream Baseball, Inc., which retains proceeds until startup costs for plate development and issuance are recovered.

After startup cost recovery, proceeds are allocated as follows: maximum 10 percent for plate promotion and marketing, maximum 10 percent for administrative costs, and the remaining balance for American Dream Baseball, Inc., activities, programs, and projects.

Effective date is July 1, 2014.
