Authorizes private employers to voluntarily adopt employment policies that give hiring preference to honorably discharged veterans.

Extends hiring preference to spouses of veterans with service-connected disabilities, unremarried widows or widowers of veterans who died from service-connected disabilities, and unremarried widows or widowers of armed forces members who died in combat-related conditions.

Requires veteran hiring preference policies to be applied uniformly to both hiring and promotion decisions.

Specifies that veteran hiring preferences are not considered violations of state or local equal employment opportunity laws.

Effective date: July 1, 2014.
