Amends Florida Statutes § 718.112 to permit general proxies for voting on issues related to financial matters of condominium associations.

Maintains restrictions on general proxy use for board member elections and matters requiring limited proxies, including reserve waivers, financial reporting waiver votes, and declaration/bylaw amendments.

Allows both limited and general proxies to establish a quorum at condominium meetings.

Preserves existing proxy validity rules: proxies effective only for the specific meeting and any lawfully adjourned meetings, with 90-day maximum validity period and revocable at unit owner's discretion.

Takes effect July 1, 2014.
