Requires automatic removal of dismissed petitions from all publicly accessible records effective upon enactment of the law.

Allows persons named as respondents in petitions dismissed before the law's effective date to request removal through a signed written request delivered by mail, facsimile, electronic transmission, or in person to the court clerk, with no fee charged.

Establishes that the confidentiality is necessary because the existence of such a petition would be defamatory and cause unwarranted damage to an individual's reputation when dismissed without judicial action.
