Amends Florida Statutes section 1012.34 to prohibit using a student's learning growth data in teacher evaluations when the student's parent fails to respond to three or more teacher requests to meet regarding the student's performance.

Requires classroom teacher evaluations to include student learning growth data from at least 3 years, with at least 40 percent of the evaluation based on student performance metrics.

Establishes minimum student learning growth percentages for different educator types: 40 percent for classroom teachers, 30 percent for other instructional personnel, and 40 percent for school administrators.

Allows evaluation percentages based on student learning growth to be reduced below standard minimums when fewer than 3 years of data are available.

Takes effect July 1, 2014.
