Creates the Florida Mission Readiness Commission, assigned to the Department of Health for administrative purposes, with a 3-year duration to assess youth readiness to meet adult challenges based on physical fitness, academic achievement, and character.

Establishes a 21-member commission appointed by state officials: 3 by Governor, 2 by Attorney General, 2 by Commissioner of Agriculture, 2 by Chief Financial Officer, 3 by Senate President, 3 by Senate Minority Leader, 3 by House Speaker, and 3 by House Minority Leader.

Commission members should have professional experience with youth outcomes and expertise in mental health, physical health, and character development; members serve without compensation but receive per diem and travel reimbursement.

Commission shall elect a chair and vice chair, meet quarterly, and hold first meeting no later than March 1, 2015; shall issue preliminary annual reports in years one and two and a final report by March 1, 2018.

Commission funded annually by the Legislature and authorized to recommend public policy initiatives to legislative, executive, and judicial branches to increase youth preparedness and readiness.
