Creates two entertainment districts in downtown Panama City: the Historic St. Andrews Entertainment District and the Historic Downtown Entertainment District with specifically defined geographic boundaries.

Authorizes the Division of Alcoholic Beverages and Tobacco to allow existing licensed alcohol vendors to sell alcoholic beverages in open containers for off-premises consumption at outdoor events on public rights-of-way and public parks within the entertainment districts.

Limits special allowances to a maximum of 15 special events per calendar year for each entertainment district, with each allowance valid only for the duration of the city-declared event.

Requires special events to be declared and streets to be closed by the Panama City Commission before allowances can be granted.

Mandates that licensed vendors comply with all other requirements of Florida's alcoholic beverage statutes and specifies these allowances are in addition to other temporary permits.
