Declares the Bay Medical Center pension plan, adopted January 1, 2004 and restated January 1, 2013, as an irrevocable trust under Florida Statutes section 112.66(8)

Places plan assets and liabilities under the control of the plan's board of trustees, removing them from governmental unit responsibility

Exempts the hospital board and related agencies from paying taxes and assessments on hospital property, additions, extensions, and improvements

Exempts all bonds issued by the hospital from state and local taxation, including income and profits from bond sales

Requires liberal construction of the act to enable the board to manage and develop hospital facilities competitively while providing quality healthcare to Bay County residents regardless of ability to pay
