Revises the Bay County Tourist Development Council composition to nine members appointed by the Board of County Commissioners, providing an exception to Florida Statutes section 125.0104(4)(e)

Requires one member to be the chair of the Board of County Commissioners of Bay County or another county commissioner designated by the chair

Requires two members to be elected municipal officials from the municipality that generated the highest revenues from the tourist tax in the previous 5 fiscal years

Requires six members to be persons involved in the tourist industry with demonstrated interest in tourist development, with 3-4 of them being owners or operators of motels, hotels, recreational vehicle parks, or other tourist accommodations subject to the tax

Requires all council members to be county electors and takes effect upon becoming law
