Exempts existing private residential single-family, multislip, and multifamily docks constructed before March 1, 2013, on Little Gasparilla Island in Lemon Bay Aquatic Preserve from permit requirements under chapter 373, Florida Statutes.

Permits dock owners to maintain, repair, and rebuild docks to their March 1, 2013 configuration without meeting current regulatory standards, and allows future modifications under specified conditions within 2 years of the act's effective date.

Allows multifamily and multislip dock expansions despite non-compliance with side setback requirements and ratio limits, provided encroachments do not exceed existing dock boundaries.

Establishes that timely-filed applications for letters of consent or submerged lands leases constitute full settlement of all claims by the Board of Trustees of the Internal Improvement Trust Fund for noncompliance with applicable rules.

Limits state liability for dock owners if courts determine any authorized dock encroaches on neighboring riparian rights or requires modification or removal.
