Allows licensed adult day care centers to temporarily relocate to separate premises due to disasters, emergencies, or building alterations requiring 24-hour notification to the agency and allows conditional licenses for relocations if the center operated for more than 1 year.

Requires centers to notify the agency within 30 days before building construction, repairs, or renovations that necessitate temporary relocation and may request a conditional license.

Expands staff training requirements for employees providing direct care to participants with Alzheimer's disease or dementia, including initial 1-hour training within 3 months and additional 3-hour annual training within 9 months of employment.

Requires centers claiming to provide special care for Alzheimer's disease patients to disclose and document in advertisements or separate documents how their services distinguish care as specially applicable to such persons, with documentation reviewed during license renewal.
