Re-creates the Federal Grants Trust Fund within the Executive Office of the Governor (FLAIR number 31-2-261), which was scheduled to terminate on July 1, 2015 under constitutional mandate.

Amends section 14.235, F.S. to abrogate the termination provisions and extend the trust fund's life without modification to its existing parameters.

The Legislature determined the trust fund continues to serve an important public purpose and that existing public policy provides adequate guidelines for its use.

Takes effect July 1, 2014, but requires a three-fifths vote of both houses of the Legislature to be enacted.
