Amends chapter 2000-444, Laws of Florida, to revise the boundaries of the East Naples Fire Control and Rescue District in Collier County to accommodate the annexation of the Isles of Capri Fire and Rescue District.

Requires a referendum be held in conjunction with the primary election on August 26, 2014, with qualified electors of Isles of Capri Fire and Rescue District voting on the annexation.

Ballot question asks whether Isles of Capri Fire and Rescue District should be annexed into East Naples Fire Control and Rescue District for fire protection and prevention services, with the merged district retaining authority to levy no more than 1.5 mills of ad valorem taxation.

Provides detailed legal descriptions of district boundaries including multiple sections and townships in Collier County with specific exceptions for approximately 157 acres of land.

Act takes effect only upon majority approval by referendum voters, except Sections 2 and 3 take effect immediately upon the act becoming law.
