Amends Florida Statutes § 287.057 to require consideration of prior relevant vendor experience as an evaluation criterion for request for proposals solicitations.

Adds prior relevant vendor experience as a mandatory evaluation criterion for invitation to negotiate solicitations.

Requires evaluation criteria to include, but not be limited to: price, renewal year pricing if applicable, total contract cost including renewal years, and prior relevant experience of the vendor.

Applies to state procurements of commodities and contractual services exceeding the Category Two threshold amount.

Effective date: July 1, 2014.
