Amends the definition of "clinic" under Florida law to clarify that it applies to entities providing health care services that receive remuneration, including mobile clinics and portable equipment providers.

Establishes that clinics must ensure all practitioners maintain current active and unencumbered Florida licenses and are subject to administrative and criminal penalties if they employ or employed a physician whose license was suspended or revoked while working at the clinic.

Specifies numerous exemptions from clinic licensure requirements for entities such as hospitals, physician-owned practices, government entities, accredited medical schools, and large multi-practitioner groups meeting specific criteria.

Requires clinics seeking exemption from licensure to provide detailed documentation including practitioner information, ownership structure, tax identification numbers, and certified accountant statements regarding personal injury protection insurance payments.

Takes effect July 1, 2014.
