Authorizes Florida College System institution boards and presidents to establish dual enrollment articulation agreements with any district school superintendent, regardless of whether the school district is within the institution's service area.

Permits Florida College System institutions to serve secondary dual enrollment students residing outside the institution's county service area, and allows state universities to serve dual enrollment students from anywhere in the state.

Requires comprehensive dual enrollment articulation agreements to include detailed provisions covering student eligibility, course offerings, funding delineation, grade reporting, and cost-sharing responsibilities between school districts and postsecondary institutions.

Specifies that school districts shall pay the standard tuition rate per credit hour to postsecondary institutions for instruction on campus, and reimburse proportional salary and benefits costs when instruction occurs on high school sites.

Effective July 1, 2014; modifies full-time equivalent student membership calculations and funding provisions for dual enrollment students, with school districts limited to reporting a maximum of 1.0 FTE per student.
