Amends the definition of "eligible employee" under Florida's Employee Health Care Access Act (s. 627.6699, F.S.)

Increases the minimum full-time workweek threshold from 25 hours to 30 hours for employees to qualify as eligible employees

Maintains existing provisions that include self-employed individuals, sole proprietors, partners, and independent contractors as eligible employees when included in a small employer's health benefit plan

Excludes part-time, temporary, and substitute employees from the definition of eligible employees

Takes effect July 1, 2014
