Requires that notice of public meetings by state, county, municipal, and political subdivision boards or commissions include a specific description of each matter to be considered.

Prohibits boards or commissions from acting upon any matter at a public meeting that was not included in the meeting notice.

Allows boards or commissions to act upon matters not included in the notice only if the matter concerns an impending public health, safety, welfare, or other emergency requiring immediate action, and consideration is approved by a super majority of board or commission members.

Does not limit application of other state laws, charters, ordinances, or rules that impose additional or more restrictive notice requirements.

Takes effect July 1, 2014.
