Amends section 212.055, Florida Statutes to add paragraph (i) authorizing use of local government infrastructure surtax for restoration or maintenance of natural water bodies for public use.

Allows counties to use surtax proceeds or bonds pledging the surtax for capital restoration or maintenance projects involving natural water bodies, including tributaries, canals, stormwater conveyance systems, and connected channels.

Permits surtax expenditures for planning, engineering, equipment, pollution reduction improvements, natural filtration system restoration, dredging operations for beneficial muck removal, and other activities necessary to implement a county's restoration or maintenance plan.

Requires countywide referendum approval for exclusive use of the surtax for such natural water body projects before proceeds can be expended.

Effective date: July 1, 2014.
