Exempts personal identifying information of employees, contractors, and volunteers at public research facilities and state universities conducting animal research from public records disclosure requirements.

Protects identifying information contained in animal records, research protocols and approvals, purchasing and funding records, animal care committee records, and facility and laboratory records related to animal research.

Applies retroactively to personal identifying information held by public research facilities before, on, or after the effective date of the exemption.

Subject to automatic repeal on October 2, 2019 under the Open Government Sunset Review Act unless reenacted by the Legislature.

Effective July 1, 2014; Legislature determined protection is necessary due to threats and harassment university employees have experienced after their identifying information was disclosed through public records requests.
