Prohibits new sewage treatment facility discharges and increased pollutant loadings into Pasco County coastal waters including Anclote Anchorage, Sandy Bay, Cross Bayou, Millers Bayou, Boggy Bay, Hope Bayou, Lighter Bayou, and Fillman Bayou, and tributary waters

Requires elimination of all existing sewage treatment facility discharges into Pasco County coastal waters before July 1, 2004, except as provided in exceptions

Authorizes Department of Environmental Protection to grant exceptions if applicant demonstrates no other practical alternative exists and discharge receives advanced waste treatment as defined in statute, with no violation of water quality standards

Allows exceptions for limited wet weather surface water discharges serving as backup to reuse systems for purposes of rehydrating surface water bodies, provided discharge will not violate state water quality standards and complies with department rules

Becomes effective upon passage
