Creates a second-degree felony for fraudulent use of personal identification information of seniors (60+), disabled adults, public servants, veterans, first responders, state employees, or federal employees without consent.

Imposes a mandatory $1,001 surcharge on convicted offenders: $500 to Department of Law Enforcement for local law enforcement grants, $500 to State Attorneys Revenue Trust Fund for prosecutions, and $1 retained by court clerk.

Establishes the Identity Theft and Fraud Grant Program to award grants to local law enforcement agencies for investigating identity theft and fraud offenses.

Appropriates $72,000 for 2014-2015 fiscal year for law enforcement grants and one full-time position to administer the program.

Appropriates $186,000 for 2014-2015 fiscal year to State Attorneys Revenue Trust Fund for three assistant state attorneys (in Eleventh, Fifteenth, and Seventeenth Judicial Circuits) to prosecute identity theft and fraud offenses.

Takes effect July 1, 2014.
