Creates the "Public Education Innovation and Efficiency Act" (s. 1003.615, F.S.) to allow school districts to obtain statutory waivers from education laws in chapters 1000-1013 upon supermajority board vote.

State Board of Education enters into performance contracts with school districts to grant waivers lasting no more than 3 years if the waiver will assist in maintaining or improving academic or fiscal performance.

Waivers cannot apply to laws governing student health and safety, disabilities services, civil rights, assessment programs, superintendent elections, elected official conduct, instructional materials, financial matters, educational facilities, planning and budgeting, and certain personnel compensation and evaluation requirements.

School districts must submit waiver applications to the commissioner and State Board of Education including the purpose, goals, and supporting evidence; decisions must be made within 90 days of receipt.

School districts receiving at least one waiver must submit annual reports to the Governor, Legislature, and State Board of Education by January 15 each year detailing implementation strategies and results of student performance and operational efficiency programs.
