Directs the Animal Industry Technical Council to prepare a report on Florida's equine breeding and racing industry including economic impact and workforce implications, with submission to the Commissioner of Agriculture and Legislature by December 31, 2014.

Requires applicants for slot machine licenses or renewals holding harness horse racing permits to have a binding written agreement with the Florida Standardbred Breeders and Owners Association, Inc., governing purses and breeder/stallion awards.

Establishes mandatory binding arbitration process if agreements cannot be reached, with arbitration panels composed of three arbitrators selected from a list of 11 candidates with at least 5 years of commercial arbitration experience.

Allows the Division of Pari-mutuel Wagering to suspend slot machine licenses if required agreements are terminated or if the licensee materially fails to comply with agreement terms.

Takes effect upon becoming law.
