Amends the Joint Underwriting Association board of governors membership by changing insurer representative selections to include the Property Casualty Insurers Association of America and Florida Insurance Council instead of previous organizations.

Modifies the Florida Birth-Related Neurological Injury Compensation Association board of directors by updating which organizations recommend candidates for casualty insurer representatives.

Replaces references to the "Alliance of American Insurers" and "National Association of Independent Insurers" with the "Property Casualty Insurers Association of America" and "Florida Insurance Council" in both associations' governance structures.

Maintains existing liability protections for board members, insurers, and association representatives in the performance of their duties.

Takes effect upon becoming law.
