Amends Florida Statutes section 121.0515 to add 911 public safety telecommunicators as eligible members of the Special Risk Class of the Florida Retirement System, effective July 1, 2015.

Requires 911 public safety telecommunicators to have retirement benefits calculated using Regular Class benefit provisions under section 121.091(1)(a)1, rather than Special Risk Class provisions.

Makes technical amendments to paragraphs (j) and (k) of the Special Risk Class criteria relating to hazardous duty qualifications and qualifying injury requirements.

Declares that extending basic protections of governmental retirement systems to state and political subdivision employees fulfills an important state interest and requires benefits to be managed in an actuarially sound manner.

Takes effect July 1, 2014.
