Requires charter school governing boards to demonstrate independence from management companies and include at least one parent of an enrolled student as a board member.

Permits students to voluntarily withdraw from charter schools at any time with pro rata funding transferred to their new district school within 15 days.

Prohibits charter schools from dismissing or requesting student withdrawal based on academic performance, test scores, or behavior unless the behavior constitutes an expellable offense.

Requires charter schools to post a performance bond equal to one-half of projected operating funds, invoked if the school defaults on financial obligations.

Establishes conflict of interest rules prohibiting board members from having financial interests in entities contracting with the school and allowing parents to file complaints with the Department of Education for law violations.
