Exempts unsolicited proposals for public-private partnerships from public records disclosure until the responsible public entity provides notice of an intended decision for a qualifying project.

Exemption expires after 90 days if all competitive solicitation proposals are rejected, or 180 days after receipt if no competitive solicitation is issued.

Allows meetings discussing exempt unsolicited proposals to be closed from public view, with complete recordings required and those recordings exempt from public records requests for the same duration as the proposals.

All exemptions are temporary and subject to the Open Government Sunset Review Act, automatically repealing on October 2, 2019 unless the Legislature reenacts the provisions.

Effective date is July 1, 2014.
