Revises eligibility for minority teacher education scholarships to include students enrolled in colleges or universities (removing "junior year" requirement) who are admitted to teacher education programs and have not earned more than 18 upper-division education credit hours.

Allows students to receive scholarships for 3 consecutive years if enrolled full-time and making satisfactory progress toward a baccalaureate or graduate degree with a major in education.

Requires Florida Fund for Minority Teachers, Inc. to submit annual reports to the Legislature by June 30 detailing appropriated funds, scholarships awarded, recipients fulfilling teaching commitments, defaults, and repaid funds starting with the 2008-2009 fiscal year.

Establishes maximum annual administrative costs at $100,000 or 5 percent of allocated program funds for the Board of Directors and Florida Fund for Minority Teachers.

Authorizes up to $100,000 annually from appropriated and available funds for the required training program for minority teacher education scholars.
