Creates section 97.0111 of Florida Statutes to establish voting rights for United States citizens at least 18 years of age who are state residents, designating the right to vote as explicit and fundamental.

Prohibits denial or abridgment of voting rights by the state, political subdivisions, or any private or public entity or person.

Requires any restriction on voting rights or change in voting practices that diminishes ballot access to be narrowly tailored to serve a compelling state interest.

Guarantees equal protection of voting rights for all eligible citizens.

Authorizes individuals whose voting rights have been violated to assert such violations as a claim or defense in judicial proceedings to obtain relief.
